Below are links to documents produced during the planning process for the hydrologic observatory.
In August of 2004, the Consortium of Universities for Advancement of Hydrologic Science (CUAHSI), held a workshop on designing hydrologic observatories. Groups from around the country were invited to submit "prospectuses" -- 10 page proposals describing where they would locate a hydrologic observatory and why. These preliminary documents were designed to solicit discussion and introduce the hydrologic community to potential hydrologic observatory sites.
You can download the prospectus for the Pacific Northwest Hydrologic Observatory (pdf format). The document was written in July 2004 and is the preliminary brainstorming for an evolving proposal.

In February 2005 the PNW HO held a science worskhop to receive feedback on initial planning efforts for the observatory. Over forty people from science agencies and universities attended the meeting. They gave feedback on the overall objectives of the Observatory, its science themes, and the observatory design. They shared their perspectives as scientists who might work in the observatory.
